While hovering over Yoshi or any of his outfit variations on the character select screen in any mode, there is a chance that he will hum Totaka's Song, a short melody written by veteran Nintendo composer and Yoshi voice actor Kazumi Totaka that has been inserted into most of the games he worked on. Although Totaka was not part of the music team for Mario Kart World, he is credited for reprising his role as Yoshi.

What exactly are these Moby Games? And here's a comparison with his voice clips:

He's not listed in the credits on Moby Games (only Japanese VA listed appears to be Junji Kitajima, best known for playing the bad guy in Victory Gundam) doesn't say who voiced Yoshi tho as the VAs are not credited to their specific characters. Only way to know may be to go from one name to another and compare the Wonder Yoshi lines to their previous work.

So Kazumi Totaka really is exceeding Charles Martinet with his character. It seemed so certain that Yoshi has a new VA thanks to how his voice sounded in Super Mario Bros. Wonder, which does not sound like we heard as far back as Yoshi's Story.
