Lone Wolf (also known as Night Hawk), featured in the game's Heroes Mode, is the same helicopter pilot who picked up HUNK at the end of the 4th Survivor scenario in Resident Evil 2.

A promotional event known as "Inserted Evil" was created to advertise the game. The promotion involved a variety of puzzles in which the player had to find a series of clues hidden within websites made specifically for the event in order to help an insider find evidence to expose the Umbrella Corporation.

According to Operation Raccoon City's writer and creative director Adam Bullied, the Spec-Op team's leader Crispin Jettingham is gay. His nickname Dee-Ay, or DA, is actually short of "Don't Ask", referring to the phrase "don't ask, don't tell".

One set of collectibles in the game are stuffed raccoons. The game also states that these are the city's mascot.

In the PC version of the game, there are a number of unfinished textures and loading screens from Star Wars: Battlefront 3. It was rumored that Slant Six Games was developing Battlefront 3 before it was ultimately cancelled.
