I think the sound effect was actually introduced before 1995, especially as one might've heard it in TV shows and movies from before 1995.

To think that there was a time people thought that was Charles Martinet. It's actually been used in a handful of media involving primates over the years with those sounds, even Banjo-Kazooie with Conga, you can tell right away the similarities to how things used to be with DK up until they in Mario Spinoffs decided to keep his voice consistent with his sub series.
