Attachment The enemy Blargg from Super Mario World is found in the game's code, but it's model and programming are unfinished. It has an animation for jumping out of lava, but doesn't do anything else.
WWF No Mercy

Attachment The Big Show was originally intended to be featured in the game, however he was removed during development due to his contract expiring. However, using a Gameshark, it's still possible to access his face texture in Wrestler Edit mode. The name of the face texture is RROR (for ERROR).
WWF Raw

There is an unused character found in the SNES version's data named "??Mystery??". He appears to be a placeholder for a 13th wrestler who wasn't finished. His sprites are borrowed from Shawn Michaels, but the palette used gives him grey hair and boots, pale skin, and black pants; and when performing certain moves, his sprites change to Bret Hart. He also lacks a finishing move, a theme song, portraits and a biography on the wrestler selection screen, and graphics for the Titantron that appears when winning a match. The Genesis version contains a variation, but this one resembles Razor Ramon.

Attachment Oswald's original love interest, Fanny, was set to appear in the game. She was dropped in favor of Oswald's last love interest, Ortensia.

There is a cut Funkey named Taojo who never made it into the game. He would have appeared in the Speed Racer series, but was unreleased for unknown reasons.
PlayStation All-Stars Battle Royale

Attachment Dart from Legend of Dragoon and Abe from Oddworld were both originally planned to be released as DLC characters, but were ultimately cancelled. Concept art was made for Dart, and Abe was announced as cancelled DLC for April and May. Alongside the new characters, there were plans for a Gravity Rush/Journey stage, but it was also cancelled.
Punch-Out!!

Looking into the game's files, all of the data on Disco Kid is stored under a file named "kidquick". It's possible that Disco Kid would've originally been Kid Quick from the arcade version of Punch-Out!!.
U.B. Funkeys

Attachment When Nightmare Rift and Daydream Oasis were coming out, there was a cut Funkey by the name of Bandit. It is one of 8 Funkeys in the beginning of the game without a codex in the Terapinia Library. It did, however, have a picture. After the release of Daydream Oasis and Nightmare rift, it was cut for unknown reasons. Its codex picture can still be found in the files.
Sonic & Sega All-Stars Racing

Mario was considered early in development for a role as a playable character in the Wii version of the game, however, the developers wanted to avoid cross contamination with the Mario & Sonic series.

Attachment As seen in early screenshots, Koopa Troopas and Hammer Bros. were going to host two mini-games. The minigames were a Question Block and a Dice Block game respectively, which also would have marked the first Mario game to have the Koopas standing instead of on all fours. These mini-games and their hosts seem to have been replaced by Toad.
WWE SmackDown! vs. Raw 2006

Attachment There are six unused announcer calls for Maven, Kenzo Suzuki, and Mr. America (Hulk Hogan). It's likely they were all meant to be playable characters during development, but it's unknown as to why they were removed. It's unlikely that this was due to their contracts expiring during development, as the game includes several characters on the roster whose contracts expired during development, such as Spike Dudley, Mark Jindrak, and Joy Giovanni.
WWE Smackdown! Here Comes the Pain

Jeff Hardy was originally a playable character in-game, but was later removed. His removal was late in development, as he was featured in one of the game's trailers. His removal from the game was most likely due to his contract termination from WWE during development.
Viva Piñata

A dung beetle Piñata animal was planned to be included, but was ultimately left out. It would leave droppings on the ground which could be used on plants for super growth.
WWE SmackDown vs. Raw 2011

Carlito was going to be a playable wrestler, but was removed due to his departure from WWE. His Smackdown Vs. Raw 2010 model is still on the disk, and can be played via the use of hacking tools.
It's Mr. Pants

Attachment Mrs. Pie, a character who appeared on the Rare website with Mr. Pants as part of the Pants family, was intended to appear in the game, but was ultimately left out.
Mortal Kombat vs. DC Universe

DLC was planned for the game. Quan Chi and Harley Quinn were the only ones officially confirmed. There were also hints for Kung Lao and Doomsday. Due to Midway's bankruptcy, these were never released.
Mega Man

Attachment During development, it was once planned the original Mega Man game would have eight Robot Masters instead of the final's six. One of these two scrapped Robot Masters was Bond Man, a robot that would have used glue as his main weapon and when acquired by Mega Man, he could temporally hold enemies in place (a gimmick that would later be used by the final game's Ice Slasher).

The PSP remake of Mega Man, "Mega Man: Powered Up" features two additional Robot Masters: Time Man and Oil Man, whom have no connection to Bond Man. There did exist plans to add Bond Man into Powered Up, but this idea was recalled to keep Bond Man's cult status.
Grand Theft Auto IV

Attachment Binco from Grand Theft Auto: San Andreas was meant to appear in the game, but was replaced with the Russian Clothing Shop. You can see it in the "Looking For That Special Someone" trailer.
