A port of the game was announced for the Xbox 360, but was cancelled before release. Combat designer Jason Bone revealed in March 2006 that development had not yet begun on the Xbox 360 version as the team wanted to focus on the current generation of consoles and include upgrades for the next generation versions. He also revealed that a PlayStation 3 port was being considered at the time, but neither version would come to be. Both ports' cancellation may have been done as a cost-cutting measure as both the PlayStation 2 and Xbox versions were backwards compatible on the next-gen systems.

According to Vivendi Universal Games president Phil O'Neil, there were originally plans to make three sequels to the game, with the hope that Scarface would become a "sustainable franchise brand". However, when the rights to Scarface were transferred to the newly formed Activision Blizzard in 2008, the sequels were not included in their list of upcoming games, and the rights would later transfer back to Universal Pictures. In 2022, pre-alpha gameplay footage and concept art of the cancelled Scarface 2 (also known as Scarface: Empires) were leaked online, prompting former designer Richard Clifford to explain their plans for the game in a YouTube comment:
Clifford revealed that the game was in development for two years before being cancelled after Radical Entertainment were transferred to Activision under the terms of the Activision Blizzard merger. The new management decided "they had too many other open world games in development, and were not interested in making a Scarface game."
"The idea was Tony was forced out of Miami during the crackdown on drugs in that area / time period, and decided [Las Vegas] was a good place to move his empire. The mob casino bosses didn't like cocaine being sold in their casinos, so Tony starts building his own casino without approval from the mob. The game had you building a casino super drug front, while taking down casino mob bosses, taking over territory, and building up a crew. There was an expansive desert section surrounding the city you'd use for collecting incoming "supplies", disposing of bodies, etc."

Although actor Al Pacino lent his image to the game, he did not provide the voice for Tony Montana, as his voice had deepened considerably since the production of the film due to his years of heavy smoking. Out of the many actors who auditioned for the role, the developers sent voice clips of the top three to Al Pacino for him to choose between. The actor he selected, André Sogliuzzo, had previously worked as Pacino's chauffer for a considerable period of time, though neither the developers nor Pacino knew that when he was selected. Having spent so much time with Pacino, Sogliuzzo was familiar with his mannerisms and personality, and was able to imitate him much better than any of the other actors who auditioned for the role.
