According to Vivendi Universal Games president Phil O'Neil, there were originally plans to make three sequels to the game, with the hope that Scarface would become a "sustainable franchise brand". However, when the rights to Scarface were transferred to the newly formed Activision Blizzard in 2008, the sequels were not included in their list of upcoming games, and the rights would later transfer back to Universal Pictures. In 2022, pre-alpha gameplay footage and concept art of the cancelled Scarface 2 (also known as Scarface: Empires) were leaked online, prompting former designer Richard Clifford to explain their plans for the game in a YouTube comment:

"The idea was Tony was forced out of Miami during the crackdown on drugs in that area / time period, and decided [Las Vegas] was a good place to move his empire. The mob casino bosses didn't like cocaine being sold in their casinos, so Tony starts building his own casino without approval from the mob. The game had you building a casino super drug front, while taking down casino mob bosses, taking over territory, and building up a crew. There was an expansive desert section surrounding the city you'd use for collecting incoming "supplies", disposing of bodies, etc."

Clifford revealed that the game was in development for two years before being cancelled after Radical Entertainment were transferred to Activision under the terms of the Activision Blizzard merger. The new management decided "they had too many other open world games in development, and were not interested in making a Scarface game."
