According to Vivendi Universal Games president Phil O'Neil, there were originally plans to make several sequels, with the hope that Scarface would become a "sustainable franchise brand".

Although actor Al Pacino lent his image to the game, he did not provide the voice for Tony Montana, as his voice had deepened considerably since the production of the film due to his years of heavy smoking.

Out of the many actors who auditioned for the role, the developers sent voice clips of the top three to Al Pacino for him to choose between. The actor he selected, André Sogliuzzo, had previously worked as Pacino's chauffer for a considerable period of time, though neither the developers nor Pacino knew that when he was selected. Having spent so much time with Pacino, André was familiar with his mannerisms and personality, and was able to imitate him much better than any of the other actors who auditioned for the role.
