When putting The Joker against Black Adam, the former will mockingly ask "Weren't you supposed to be 'rearranging the hierarchy' or something?". This is a jab at the 2022 film "Black Adam" starring Dwayne Johnson in the titular role. In the lead-up to the film's release, Johnson released a series of real life promos in which he declared that Black Adam would "change the hierarchy of power in the DC Universe". This quickly became an internet meme, and was poked at even further after the film bombed at the box office (the film had grossed $390 million, but needed to reach $600 million in order to break even).

I'll admit I overthought that in an effort to be funny in the technicality that someone else took over DC's films

From what I understand he was basically pushing for Black Adam to be on the same stage as Superman instead of just being a Shazam villain, but I doubt he had a direct impact on the DC films getting rebooted. Superhero universe movies like these are greenlit years in advance, and not only had they been struggling to sell tickets since the COVID-19 pandemic, but Warner Bros. went through another merger so their priorities changed as they restructured their studios. I imagine they were already negotiating with James Gunn and Peter Safran before the release of this film and when they got hired they decided to start from scratch.
