Attachment Code, graphical assets, and strings can be found in the game's files for the character Matt the Radar Technician, Kylo Ren's alter ego from the Saturday Night Live sketch. The character was removed from the game late in its development due to legal reasons.
Cool World

As with a number of other Ocean games there are a number of pieces of leftover content in the ROM from a previous Ocean title. In this case the games files contain leftover sprites from The Addams Family game on the NES.

Chun-Li originally had a back flip attack, but it was cut due to being too strong and the team not having enough time to adjust it. However, sprites for the move still exist in the game's data, and it was later implemented in SFII: Champion edition.

According to a website made by prop artist Gill Bertram, there was going to be another accessible bank in Liberty City based on an unnamed New York bank. Additionally, the same website features a screenshot from the beta that shows a slightly different HUD and a different font for the money counter.

A café restaurant called Rockstar Café was cut and was renamed Superstar Café; however, the beta name is still on the employees outfits. More evidence of the original name can be found in the game files.

Attachment There are five unused icons in the game's files that might be from characters that went unused in the final game. They include Mandark, Wilt, Gwen, Schnitzel, and Captain Sticky Beard from Dexter's Laboratory, Foster's Home For Imaginary Friends, Ben 10, Chowder, and Codename: Kids Next Door, respectively. All of these characters (aside from Wilt) appear as assists in the game.

There are nine unused event match character tags stored in the game's files. The unused character tags are for Peach, Roy, Pikachu, Pichu, Ice Climbers, Zelda/Sheik, Mewtwo, Ganondorf, and Dr. Mario. They are never seen in game because none of the event matches force you to specifically play those characters.
Battle City

Attachment An unused pistol powerup can be found amongst the NES version's sprite data. This powerup would have made the player invulnerable to three enemy shots like the heavy tank powerup, but was replaced by the helmet in the final game. Interestingly, it shows up in a pirated version of the game called Tank 1990.

Attachment On page 292 of the Prima Guide for Super Smash Bros. 3DS / Wii U, it shows a beta image of the roster containing the Mii Brawler icon. Although the individual Mii fighters do not have their own icons in the final game, the unused icons for the Brawler as well as the Mii Swordfighter and Mii Gunner can still be found in the game's data.
