There were two cut random character missions in The Ballad of Gay Tony. They both involved Luis running into ex-girlfriends. One mission has Luis taking the ex-girlfriend home and defending himself from her brothers, while the other involved the ex planting a bomb in Luis' car. It is unclear if these missions involved the same girlfriend, or two different ones.

There was some sort of job system cut from the game. It involved Vito being able to take jobs from different characters, but not much is left besides dialogue in the game's files.

Attachment There are unused wanted posters for John Marston and Abraham Reyes in the game's files. These may have been placed around the map at some point. However, the Reyes poster is very different compared to the other posters.

At one point, NetherRealm Studios considered making a Fighter Pack 0, consisting of characters from Injustice: Gods Among Us, e.g. Ares, Batgirl, Doomsday and Shazam, however the idea was scrapped.

When Hanamura was first implemented, Point B had a circular design, and the victory pose location on the map was the map origin as the victory pose placement tool hadn't been used yet. Since the origin was partially submerged, the development team referred to the victory pose screen as "The Hottub" as characters looked like they were in a bath.

Dhalsim's V-Skill originally consisted of him forcibly switching positions with the opponent, making it effective against projectile characters.

This move wasn't as good as the developers originally envisioned, and it proved frustrating for players, so this move wasn't included in the released game.

Attachment Vega's original V-Trigger consisted of Vega calling down a steel cage that he could climb up and attack from in a similar vein to his stage in Street Fighter II and Street Fighter Alpha 3. It was never implemented, because the cost of implementing the move would be too high.

Attachment Zeku's design had gone through several different changes during it's development. Among those scrapped concepts include a demon slayer and a fighter who is ''skilled at picking up random items and turning them into make-shift weapons''.

When asked about guest characters, similar to Banjo & Kazooie in the original game, Steve Lycett stated that they would prefer to go with characters who aren't tied to a specific company for the sake of including them on all platforms. He goes on to list Bub and Bob from Bubble Bobble, Arthur from Ghosts’n Goblins, Mega Man, and Pac-Man as characters they would love to use under this criteria.

Despite this 'available on all platforms' preference, Lycett added, "Though if I personally had my pick, it’d be Kirby! Everyone knows he is nails!"

In Queen Vanessa's Manor, there is an entire third floor that went unused in the final build of the game, along with what appears to be a shadow version of Hat Girl. The reason why the floor was cut was simply because the developers didn't like how it turned out. It is still in the game, but it cannot be accessed through normal play.

According to the game's composer, David Wise, an attempt was made to make the SNES emulate the sounds heard on the Roland CR78 used by Phil Collins for the song "In the Air Tonight". Most notably, the beginning of "Bayou Boogie" sounds strikingly similar to the beginning of "In the Air Tonight".

Attachment There are cut animations to an unused game mechanic that would have allowed players to create their own Bonfires. It was even present in a trailer shown at Gamescom 2015, showing a knight placing a Bonfire sword into a body and igniting it.
The first animation set found in the game's files shows the aforementioned placing of the sword, along with one removing the sword from a body. The second set shows an animation using both hands to insert the sword, then an idle "prayer" animation. In one of the leaked screenshots, this animation is seen with a black fire rising from a body, possibly being absorbed by the player.
It was likely cut due to gameplay balance issues, as it would effectively remove the need to travel an intended path to a specific goal, ie a boss fog gate. It would have also likely created issues with enemies that respawn after sitting at a bonfire.
