The version of Panel de Pon included on Nintendo Puzzle Collection was originally intended to be released on the Nintendo 64 in Japan, and a prototype featuring the Panel de Pon fairy characters is known to exist. It did see release on the console in other regions as Pokémon Puzzle League, however.

Cancelled despite completed, a similar situation to Star Fox 2 and that GBA Shantae game.

The N64 release of Panel de Pon was cancelled, but also finished, and then released on GameCube - so it can be both an N64 game and a 2003 release. I don't know if the Puzzle Collection used emulation or source code, but if the prior that technically means it was released as an N64 title too.

The submission you posted also went over to here, a game released in 2003 that mentions the Nintendo 64 as a system that it's for despite being discontinued by then: https://www.vgfacts.com/game/paneldepon1/

Released in 2003, but hadn't the Nintendo 64 already offered it's last by then?
