In a February 1986 interview with the game's designer Masanobu Endō published in an issue of Famimaga magazine, he stated that the team originally wanted to put 256 floors in the game, but they thought that would be too difficult for players so they decided to make the tower the same height as the tallest building in Japan at the time - the Sunshine 60 skyscraper - which has 60 floors.

After constantly pleading: "Put it in, put it in, it'll be cool! It'll look good! Put. it. in!!!", he eventually convinced them to put it in.
