The game was originally developed by BottleRocket (who developed Afro Samurai) up until early 2009. Namco then cut the developer from the project and took back the console development kits they gave to the crew. BottleRocket went out of business after this. Development of the game was handed over to the internal development team at Namco Bandai Games, who hired some people who had previously worked for BottleRocket to complete the game.

In Phase Six: Beast With a Human Heart, a burnt corpse wearing a and a red and green sweater can be found near a boiler. This is a reference to Freddy Krueger from the A Nightmare on Elm Street film series.
