According to Masahiro Sakurai, in an interview with Famitsu, the reason why Kirby (being a creation of Sakurai's) was the only one that survived Galeem's attack was because he was the only one who could plausibly escape it using his Warp Star. This also made the character accessible to starters or newcomers to the game, as a result of his speed and attacks.

Orochi Iori was originally meant to be the final boss of the game after the player beats the New Faces Team in their Orochi forms. However, it was later decided to make Orochi Iori the mid-boss with Orochi becoming the final boss and the New Faces Team as the sub-bosses.

The original members of the England Team were King (Art of Fighting), Billy Kane (Fatal Fury Special), and Big Bear (Fatal Fury 2), since all three were English. However, after the release of Art of Fighting 2, the development team decided to make an all-female team, replacing Billy and Bear with Yuri Sakazaki from Art of Fighting 2 and Mai Shiranui from Fatal Fury 2.

Billy would later become playable in the sequel, while Big Bear would appear much later in The King of Fighters XII as his alter-ego Raiden.

Brian Battler is inspired by the SNK football game Football Frenzy. Early designs of Brian depicted him in more traditional football player fashion, but his final design left him without a helmet and a more "casual" uniform. This was done to make him not look exactly like the character Johnny Maximum in World Heroes 2.

During the early stages of the game's development, Goro Daimon's design was criticized by designers who were of the opinion that it was just plain loopy for Daimon to fight wearing Japanese geta (wooden clogs). But Goro's creators were adamant and he kept his footwear.

Attachment Censored Gaming asked 'Martin Molls', the game's director, why the 'Hunting Knife' was removed from the Japanese localisation. He stated that it was related to the 'Kobe Child Murders', an incident in Japan, involving child murder and knives.

This change is believed to have affected Rare's later game 'Perfect Dark' for the same reason.

Camelot president Hiroyuki Takahashi gave Luigi the main role in the story as a surprise to the player. Luigi had always been "stuck in his brother’s shadow ," and Takahashi wanted to give him a much larger role with as much prominence as Mario.

In the early stages of development, Pulseman was originally meant to play similarly to Magical Taluluto (based on the Shonen Jump manga of the same name), the first game directed by Ken Sugimori who was also the director for Pulseman.
For example, he originally had the ability to turn into a fighter jet and fly by pressing the jump button twice, but this was scrapped, as it didn’t fit his character.

Orochi was originally planned as "a buck-naked Chris" fighting with a shining energy ball. However, it was changed after developers were surveyed and only two votes in favor of the design were received. His design codename was "Chief", however, a lot of people were against giving him the name "Orochi".
