The version of Panel de Pon included on Nintendo Puzzle Collection was originally intended to be released on the Nintendo 64 in Japan, and a prototype featuring the Panel de Pon fairy characters is known to exist. It did see release on the console in other regions as Pokémon Puzzle League, however.

Cancelled despite completed, a similar situation to Star Fox 2 and that GBA Shantae game.

The N64 release of Panel de Pon was cancelled, but also finished, and then released on GameCube - so it can be both an N64 game and a 2003 release. I don't know if the Puzzle Collection used emulation or source code, but if the prior that technically means it was released as an N64 title too.
