With the exception of Castti, whose scenario was conceived by director Keisuke Miyauchi, all of the playable character's scenarios were conceived by scenario writer Kakunoshin Futsuzawa. Each main character had a different inspiration for their story:

• Hikari's story was decided early on to be about a prince fighting his own family. A rough character outline for an "Asian swordsman" gave Futsuzawa the idea to write a story inspired by Asian war chronicles.
• Agnea's story was designed to contrast Primrose's story from the first game, which he felt was the darkest of the first game's stories, by making it optimistic and cheerful. This led to the story's simple premise of Agnea becoming a star.
• Partitio's story was created due to a desire for another "all-round good guy", similar to Alfyn from the first game. As Partitio is a merchant with a theme of wealth, it was decided his story would be about "someone who altruistically wanted to share it with others."
• Osvald's story was meant to show that he wasn't just physically imprisoned, but so was his heart as well, with an element of magic included.
• Throné's story, in contrast to Agnea's, was done in the same style as Primrose's story from the first game except even darker.
• Temenos' story was inspired by Futsuzawa looking up unsolved cases in Japan at the time of development, resulting in it being a mystery/detective story.
• Ochette's story was designed to be enjoyed visually, without having to think too deeply. This resulted in a fairly simple story about collecting legendary monsters.

Of these scenarios, Futsuzawa admitted that Temenos' was the hardest one to write, due to how complex it was and having multiple things to think about.
