Designer Steve Meretzky had a heavy freelance workload during Superhero League of Hoboken's development. As such, during the last months of 1993, he had to contact a friend of his, Leo DaCosta, to help with the game's programming. This collaboration lead to the two of them and another friend, Mike Dornbrook, to start their own studio, Boffo Games.
