While later games in the series would have intricately detailed backstories and dialogue, Warcraft: Orcs & Humans had no script. Its dialogue and story were improvised in the recording studio by the game's co-producer and sole voice actor Bill Roper.

The game was originally intended to be the first in a series of Warcraft-branded war games in fictional and real settings (such as a proposed Warcraft: Vietnam), as Blizzard executives felt customers would think that a brand with many similar games on shelves was serious and well-supported.

According to director Patrick Wyatt, the game's art style was inspired by the fantasy tabletop game franchise Warhammer. Additionally, Blizzard's co-founder Allen Adham hoped to turn the game into a video game adaptation of Warhammer, but because of "a lack of traction on business terms" and the development team's desire to control their own setting, a deal could not be made.
