The "miniature Sonic" sprite is based on the illustrated version of Sonic seen in the Sonic X episode "How to Catch a Hedgehog", during the sequences where Chuck Thorndyke is explaining how he intends to catch Sonic. Even the running motion is the same as featured in the episode.
The term "miniature Sonic" comes from the game's description, which can be found here: https://web.archive.org/web/20050129020647/http://4kids.tv/games/
