According to a Game Informer interview with the game's lead designer Sean Velasco, the dedicated hug button was the vestige of a larger emotion system planned for the game. This system was cut from the final game as managing the Blob's emotions ended up being too much of a hassle for players, but the hug button was deemed "just too heart melting" to omit.
