According to lead designer Sam Barlow, Wolverine was originally supposed to appear in the game, but the developers were told to remove him at the last minute potentially due to licensing issues, as Activision still held the X-Men video game license at the time. Barlow recalled that "there's a weird sequence where we cut out a whole chunk including [Ghost Rider] lighting Wolverine's cigar." Three pieces of concept art for him can be found in the game's files.

A version of the game for the original Xbox was planned, but eventually scrapped, likely due to the console having long been discontinued at the time this was announced. Two different early builds of the port would later be leaked in 2017 and 2022.
