In a 1988 interview with the game's manager Kouji Hiroshita published in GSLA, he stated that the first stage they made was the fifth stage, Revenge of Moai, because the Moai were a mainstay in the series and their character design had already been established. They wanted something where expert players could gain power-ups easily, and where the more players tried to power-up, the more changeling the enemy attacks would become.
