During the mission, "Clean Getaway", while Niko and Vlad are walking to Vlad's car, Vlad is nearly hit by a Taxi and yells "I'm walking here" at the driver. This is a reference to a scene in the film "Midnight Cowboy", in which Dustin Hoffman is almost hit by a taxi and yells the same phrase. It may also be a reference to the film "Back to the Future Part II", in which Martin McFly Junior is almost hit by a car while crossing the street and yells the same phrase repeatedly.

On the Ground stage of The Lightning Chariot, there is a room in which Pit must use jump pads to get over a number of rolling spheres. Pit says that it looks familiar, while Hades says, "I guess the Chariot Master has played Donkey Kong."

The Heist "GO Bank" pays homage to ##Valve##'s title, Counter Strike: Global Offensive. These references include the map layout being similar to the "de_bank" map, Bain's dialogue including words like "Valve", "Source", and "Counter Strike", and the achievement for completing the map, "Eco Round", is a term used in Global Offensive to refer to conserving money to be used in later rounds by only using a pistol.

Marcus, the Super-Mutant sheriff of Broken Hills, will sometimes shout "I am NOT a merry Mutant!" when he's hit in combat. Marcus is voiced by Michael Dorn, who is best known for playing Worf from Star Trek: The Next Generation, and the phrase comes from the same show, namely the episode Qpid in which "Q" forces the main crew into a recreation of Robin Hood, in which he protests by yelling "I am NOT a merry man!"

Examining them several times will cause Phi to wonder if they could "use one of those boxes to sneak past guards." This is a reference to the famous cardboard box item in the Metal Gear Solid games.

The name "Loxley" comes from the village and alleged birthplace of Robin Hood, and Loxley's own fake/fading English accent is likely based of Kevin Costner's constantly-disappearing accent in the film.
