According to the game's art director Lou Catanzaro, Blue Fang Games (who were huge fantasy fans, including The Lord of the Rings) wanted to create an expansion pack for Zoo Tycoon themed around "Fantastic Creatures", as preluded to by the Unicorn and the Yeti being unlockable or downloadable animals. This would ultimately never materialize, as the development team decided it was "risky" and that the more realistic animal packs were more in line with the game's core audience.

Dragons would not've worked out since they can fly and can easily break out of base game exhibits. Pity either way that both games didn't come up with an expansion for animals that can fly to which point the exhibits would've had a roof on top that only the players can see through.
So there really were intentions of an expansion for mythical beings, neat it is though how everything for the first game has one, although mermaids seem like an odd choice due to being part human and not something to treat like animals. Meanwhile it seemed pretty ideal for the 2nd game to not have any mythical beings at all, most likely based on their approach, although I do think it odd that the DS Port of the first game only has one mythical being in it.
I actually just asked Lou about this on that Subreddit and it's kinda what I figured: dinosaurs are at least real world knowledge you can relate to.

A: Correct. There is real world knowledge in you can relate to, presume, and somewhat count on. It starts to get weirder, and harder to relate to, when facts are entirely made up. While obviously there would have been many players that would have enjoyed fantastic creatures...it was unclear just how large that audience would have been, considering the core of what ZT was about. I can tell you plainly the developers would have LOVED to create a Dragon, etc...but we just couldn't get enough data to justify it as a reasonable product risk and add on at the time.
