Jigglypuff's eyes are blue in the Pokemon series, but green in the first three games of the Super Smash Bros. series, the same color as a shiny Jigglypuff.

They never gave an official explanation for Jigglypuff appearing in a way that looks like it's shiny sprite in the first three Smash Bros. games. It's also worth wondering as to if they were teasing Gen II with it in the original Smash Bros. which came around before Shiny Pokemon were even a thing.
