The idea to have an on-screen map was shelved due to the game's large on-screen polygon count, as it would've caused unwanted slowdown. It was also believed that it would've distracted players from trying to concentrate whilst driving.
Because of this, the on-screen arrow was implemented to help guide players in the direction which they needed to go. The arrow was originally meant to point to specific routes to take, instead of simply pointing towards a general direction, but this had frustrated players when they'd miss the turn that they had to take, and it made the game feel more linear.
