In an interview with Marvelous Europe, series producer Kenichiro Takaki stated that the game's concept "came from thinking about the three primitive urges" of sexual desire, appetite for food, and the need for sleep. The previous games in the Senran Kagura series were inspired by our sexual desire. The next desire I thought to work with was appetite. At the very beginning, I decided to use cooking as theme, and to design the game concept around that."
