Director Keiichiro Toyama stated that that he conceptualized the idea for Gravity Rush more than ten years before its eventual release, describing it as the first game he wanted to create, pre-dating his work on Silent Hill. He cited Moebius's French comics that he read in his youth as inspiration for the world.

Although anime and American comics were both an influence for the characters, Toyama avoided making his characters "completely Japanese" in order to foster a wider acceptance of them outside of Japan.

Development on Gravity Rush, known as Gravity Daze in Japan, started in 2008 as a PS3 game under the title "Gravite". After 3 years of development, the game was ported to the newly launched PS Vita. It was at this point that the project's name was also changed.
