The only region-free Nintendo 3DS game is Nintendo 3DS Guide: Louvre. Because it is just a guide about an art museum, it doesn't require a classification. According to Nintendo president Satoru Iwata, Nintendo region-locks games in order to comply with different cultures and regulations in each region.
