I'm trying to change my avatar to this:
Its the same as my current avatar, just floating up and down. The problem is that it's too big. Is it possible to make it smaller?
If there's something weird,
And it don't look good,
Guess who it is?

You mean kind of like this?

The quality isn't 100% perfect but it should do.

It can be done in photoshop, but do you honestly need to have a .gif avatar?

Actually, doing it in Photoshop is very difficult. Opening an animated gif only opens the first frame and they stripped most of the animation features from Photoshop many versions ago.

As for why he needs one? Why not?

As a reply, I'm going to quote my post to Solinae. I am suspicious of bot activity.

Both were bots - I never noticed it before but they added a link to what was likely a cracked version of Photoshop.
